Ukraine Distances Itself from Russia in Developing LGBTQ+ Equality
“The war in Ukraine, it’s not just a war between Russia and Ukraine. It’s a war between totalitarianism and democracy. It’s a war between homophobia and LGBT rights. It’s a war between death and life.” Borys, a twenty-seven-year-old Ukrainian soldier, delivered this stark assessment to Openly News.
Homophobia has remained common in the post-Soviet space. It is a commonplace to say that Russia’s invasion of Ukraine is a effort between authoritarianism and the rights of free people to govern themselves. Less well known is the marked divergence in equality for LGBTQ+ persons between countries that once held allegedly similar views.
In Ukraine, the fact that many LGBTQ+ persons have taken up arms and joined the military and supported the war in other ways is contributing to rapidly altering attitudes.

PERCEPTION OF LGBT PEOPLE AND THEIR RIGHTS IN UKRAINE: RESULTS OF A TELEPHONE SURVEY CONDUCTED ON MAY 26 - JUNE 1, 2024
During May 26-June 1, 2024, the Kyiv International Institute of Sociology (KIIS) conducted its own all-Ukrainian public belief survey "Omnibus", to which questions about LGBT people in Ukraine and their rights were added at the request of the NGO "Nash svit". By the method of computer-assisted telephone interviews(CATI) based on a random sample of mobile device numbers (with random generation of phone numbers and subsequent statistical weighting), 1,067 respondents living in all regions of Ukraine (territory under the control of the Government of Ukraine) were interviewed. The survey was conducted with elder (aged 18 and older) citizens of Ukraine who, at the time of the survey, lived on the territory of Ukraine controlled by the Government of Ukraine. The title of Maslov’s project is inspired by an initiative of the LGBT Military Union, an organization fighting for the rights of queer members of the Ukrainian Armed Forces. As a statement of harmony, the LGBT Military Union created a patch for gender non-conforming military service members featuring a unicorn. The founder and spokesperson of the initiative is Viktor Pylypenko. He is familiar with the hardships openly lgbtq+ people face in the Ukrainian Army and knows their stories of coming out as adequately as their reasons for staying closeted.
Among the many bold, openly queer activists in the Ukrainian Army is Maria Volia, who as early as 2014 was campaigning for the right of women to be assigned to the front; she herself has actively fought in the army since the age of 22. In June 2024, Sasha Maslov met with Maria, on exit at the hour, at the Kyiv Pride parade, where she opened up about her journey of personal and professional struggle.
